The Jaffna Islands represent one of Sri Lanka’s least explored yet most promising destinations for sustainable tourism development. Comprising islands such as Delft (Neduntheevu), Kayts, Velanai, Nainativu, Punkudutivu, Analaitivu, Eluvaitivu, Mandaitivu and several smaller islands, the region possesses an exceptional combination of cultural heritage, maritime history, biodiversity, traditional livelihoods, and authentic island communities.
Unlike many established tourism destinations, the Jaffna Islands remain largely free from mass tourism. This presents a rare opportunity to develop tourism from the ground up using the principles of Community-Based Tourism (CBT), ensuring that local communities become the primary beneficiaries of tourism growth while protecting their cultural and environmental assets.
Proposed new tourism development is based on five interconnected pillars: Community ownership, Heritage conservation, Diaspora engagement, AI-enabled tourism management, and Regenerative tourism practices.
Rather than focusing solely on large-scale foreign direct investment (FDI), the proposed strategy is to introduces the concept of Invisible FDI – mobilising the knowledge, skills, networks, and modest investments of the Sri Lankan diaspora to strengthen local economies.
Also key is exploring how the Dutch colonial heritage of the Jaffna Islands can become a catalyst for international collaboration, particularly with the Netherlands. Shared heritage can support educational exchanges, volunteer programmes, academic research, digital heritage documentation, and responsible cultural tourism.
The vision is not to create another mass tourism destination but to establish the Jaffna Islands as a globally recognised model for community-led, environmentally responsible, and culturally authentic island tourism.

- Preserving tangible and intangible cultural heritage
- Strengthening environmental conservation
- Promoting women and youth-led entrepreneurship
- Encouraging diaspora investment and partnerships
- Positioning the Jaffna Islands as a leading CTB destination in South Asia

Global tourism trends increasingly favour authentic experiences, cultural immersion, nature-based travel, and destinations that demonstrate social and environmental responsibility. Travelers seek meaningful interactions rather than conventional package holidays.
The Jaffna Islands are uniquely positioned to meet these expectations by offering authentic fishing villages, traditional Palmyra culture, Dutch colonial heritage, cycling and walking routes, community homestays, marine biodiversity, birdwatching, traditional cuisine, heritage storytelling and slow tourism experiences.
Developing these assets through Community-Based Tourism can generate inclusive economic growth while preserving the islands’ distinctive identity for future generations.
