Recent engagement between the World Bank and officials of Sri Lanka’s Northern Province signals renewed attention towards regional economic development with potential projects that could generate employment, strengthen local industries and improve infrastructure across the region.
A high-level delegation led by Johannes Zutt, Vice President for South Asia at the World Bank, met with Northern Province Governor N. Vedanayagan and senior provincial officials at the Governor’s Secretariat on March 13, 2026.
The discussion focused on identifying priority projects that could support economic recovery while creating sustainable livelihood opportunities for communities in the North.
Among the projects highlighted for the first phase of development support are the revitalisation of the historic Jaffna Fort and the modernisation of the Gurunagar Fishing Harbour.
Both initiatives carry significant economic and social importance for the Northern Province.
Jaffna Fort remains one of the most prominent heritage landmarks in northern Sri Lanka, attracting both local and international visitors. However surrounding tourism infrastructure remains limited. Improving visitor facilities, access roads, cultural spaces and tourism-related services could transform the area into a major heritage tourism destination.
The development of the Gurunagar Fishing Harbour is expected to directly benefit coastal fishing communities. Fisheries remain a vital component of the Northern Province economy, supporting thousands of families across the coastal belt. Modern harbour facilities could improve safety, strengthen logistics and enhance the fisheries value chain.
Governor Vedanayagan also stated that President Anura Kumara Dissanayake has encouraged international development partners to pay greater attention to development initiatives in the Northern and Eastern provinces.
Following this direction, several development proposals from these regions have been identified for consideration. The Governor also requested that additional priority projects proposed by the Northern Province be included in the second phase of World Bank supported programmes.
Johannes Zutt emphasised that the World Bank is placing increased focus on initiatives that contribute directly to economic growth and employment generation in Sri Lanka.
He noted that the visit to the Northern Province provided an opportunity to observe the region’s resources, economic opportunities and development potential.
According to the delegation, the World Bank’s development assistance to Sri Lanka will focus on five key sectors aimed at strengthening economic resilience. Final decisions on the proposed projects are expected at the World Bank management board meeting scheduled for March 31.
For many observers, the development of Jaffna Fort and the Gurunagar Fishing Harbour represents more than two infrastructure improvements. If implemented effectively, these projects could stimulate wider regional economic activity.
Tourism development around Jaffna Fort could support hotels, restaurants, cultural tourism initiatives and small enterprises, while improved fisheries infrastructure at Gurunagar could strengthen coastal livelihoods and create opportunities for seafood processing, storage and export.
The Northern Province possesses strong opportunities in tourism, fisheries, agriculture and maritime industries. With proper planning infrastructure, investment and private sector participation, these sectors could attract both local and international investors.
As international development partners review the proposed projects, many people in the Northern Province hope that these initiatives will unlock the long underutilised economic potential of the region and create sustainable opportunities for future generations.
