OSSI Launch Marks a Historic Milestone for Investment Development in Northern Sri Lanka

A Long Awaited One Stop Investment Platform Officially Launched in the Northern Province

The OSSI initiative represents one of the most significant institutional reforms introduced for investment facilitation in the Northern Province in recent decades. Designed to simplify, coordinate, and accelerate investment related approvals and procedures, the digital platform is expected to transform how local and international investors engage with the Northern region of Sri Lanka.

The launch marks a major outcome of the highly successful Northern Investment Summit 2026 (NIS 26), which was held in Jaffna earlier this year under the theme “Empowering Growth, Insightful Innovations.” The summit brought together investors, policymakers, government institutions, diplomats, academics, business leaders, diaspora representatives, and development agencies from around the world.

As a member of the Tamil diaspora community, a media and social media promoter of the summit initiatives, and a Platinum Member of The Management Club, I was honoured to be invited to participate in this important occasion. I have been actively involved with these initiatives from last year up to the present day, and I am both proud and extremely happy that I was able to contribute towards this successful mission. The success of the Northern Investment Summit 2026 and the launch of OSSI became possible because of the dedication, commitment, and tireless efforts of many genuinely hardworking colleagues and professionals who came together with a common vision — to create meaningful opportunities for the future upliftment and economic advancement of the people of Northern Sri Lanka.

The launch of OSSI is therefore not merely another government event or digital platform, but a long overdue structural reform that many investors, particularly diaspora investors, have been waiting for over many years.

For decades, one of the biggest frustrations faced by investors interested in the Northern Province has been the complex and time consuming approval processes involving multiple government departments and institutions. Investors often experienced delays, lack of coordination, unclear procedures, and difficulties obtaining reliable information regarding land, infrastructure, approvals, environmental clearances, and investment facilitation.

Many diaspora Tamils and foreign investors who were genuinely interested in supporting development projects in the North eventually became discouraged due to administrative inefficiencies and bureaucratic obstacles. Despite the region possessing enormous untapped potential in sectors such as tourism, fisheries, agriculture, renewable energy, logistics, information technology, education, and manufacturing, the absence of a coordinated investment facilitation mechanism slowed progress for many years.

Recognising these long standing challenges, the OSSI platform has now been introduced as a centralised “single window” investment gateway aimed at streamlining procedures and improving institutional coordination across the Northern Province.

Speaking at the launch ceremony, Governor N. Vethanayagan described the initiative as more than simply a digital platform.

“This portal is not merely a digital system. It is a symbol of transformation,” the Governor stated during his opening and welcome address.

He further emphasised that the success of the initiative was the result of continuous collective effort and timely institutional support. The Governor expressed his appreciation to The Management Club and the team from the University of Vavuniya for their contributions towards developing the platform.

The Governor also highlighted the importance of collaboration between the government sector, private sector, and academia in achieving sustainable economic progress.

“When government institutions, the private sector, and educational institutions unite under a common objective, major progress becomes possible. The provincial model we are launching today can become the foundation for a future national framework for investment facilitation across Sri Lanka,” he noted.

The OSSI platform is expected to significantly improve investor confidence by reducing delays and simplifying procedures that previously discouraged both local and foreign investors. Importantly, the system allows investors from anywhere in the world to access investment related information and engage with the Northern Province more efficiently through a digital gateway.

Following the Governor’s address, Project Chairman of NIS 26, Indhra Kaushal Rajapaksa, shared his remarks regarding the journey of the Northern Investment Summit and the development of OSSI.

He thanked the Governor, participating ministers, institutional stakeholders, and organisers who contributed towards the success of both the summit and the launch of the portal. He also highlighted that investors from 18 countries had participated in the Northern Investment Summit 2026, demonstrating growing international interest in the economic potential of Northern Sri Lanka.

The event also featured speeches by the Consul General of India in Jaffna, Sai Murali, and representatives from the Sri Lankan Deputy High Commission in Chennai, further underlining the regional and international significance of the initiative.

During the ceremony, the Governor officially launched the OSSI portal, while the final report of the Northern Investment Summit 2026 was formally handed over to the Governor and distinguished guests.

The event further included participation and observations from representatives of the World Bank, United Nations associated representatives, and diaspora delegates from the United Kingdom, Australia, France, and Canada.

Senior government officials including the Northern Province Chief Secretary, Secretary to the Governor, Mannar District Secretary, Deputy Chief Secretary for Planning, Additional District Secretary of Vavuniya, officials from the Jaffna District Secretariat, representatives from non governmental organisations, United Nations agencies, chambers of commerce, and private sector organisations also attended the event.

What makes OSSI particularly important is that it demonstrates a practical pathway towards economic empowerment rather than dependency. For many years, discussions concerning Northern Sri Lanka have largely revolved around politics, unresolved grievances, and humanitarian concerns. While these remain important, economic empowerment, employment generation, entrepreneurship, regional investment, and infrastructure development must also become central pillars of long term stability and recovery.

The Northern Province possesses significant untapped human capital, strategic geographic positioning, agricultural resources, marine resources, tourism opportunities, and strong diaspora connectivity. However, unlocking these opportunities requires institutional efficiency, transparency, investor confidence, and coordinated leadership. OSSI now provides the foundation for such a framework.

Importantly, this initiative also sends a strong message to the global Tamil diaspora community that constructive engagement and practical economic participation can play a major role in uplifting the region. Many diaspora Tamils possess not only financial resources, but also professional expertise, technological knowledge, international business networks, and development experience that can greatly contribute towards rebuilding and modernising the Northern economy.

The Northern Investment Summit 2026 itself has already established a new benchmark for regional investment engagement in Sri Lanka. The professionalism of the summit, the broad international participation, and the continued follow up initiatives after the summit have demonstrated that Northern Sri Lanka is capable of positioning itself as a serious investment destination.

The launch of OSSI now stands as one of the summit’s most practical and forward looking achievements.

While much work still remains ahead, this initiative provides hope that the region can gradually transition towards a more modern, coordinated, and investor friendly economic environment. It also highlights the importance of partnerships between government institutions, the private sector, academia, international stakeholders, and the diaspora community.

The successful implementation of OSSI should not only benefit the Northern Province, but could eventually become a model for investment facilitation across other provinces in Sri Lanka as well.

For many within the global Tamil diaspora and wider investor community, this initiative is seen not simply as a technological platform, but as the beginning of a potentially transformative economic chapter for Northern Sri Lanka.

The success of this journey will ultimately depend on maintaining transparency, accountability, institutional cooperation, and long term commitment. However, the launch of OSSI represents an important first step in the right direction — one that many people have waited for over many years.

The people of Northern Sri Lanka deserve meaningful economic opportunities, sustainable development, and a future driven by progress, dignity, innovation, and stability. The launch of the One Stop Shop Investment Portal may very well become one of the defining milestones in that journey.
