Hermenagild Lakshman David holds a PhD in Business Administration, an MSc in Defence and
Strategic Studies (University of Madras), and an MBA from the Postgraduate Institute of Management,
University of Sri Jayewardenepura. He is a former senior officer in the Sri Lankan military, having served
as Chief Instructor and Commanding Officer at the Sri Lanka Military Academy, Deputy Vice Chancellor of
the General Sir John Kotelawala Defence University and later retired as the Commandant Defence
Services Command and Staff College in Sri Lanka.
He has represented Sri Lanka at numerous international forums, including the UN Ottawa
Convention on Mine Action, and led the first Sri Lankan military delegation to India, Indonesia and China.
He also has spearheaded strategic defence symposiums/forums.
In Canada, Lakshman transitioned into the security and legal fields. He is a certified security and
first aid trainer and served as Venue Coordinator during the 2015 Pan Am and Para-Pan Am Games. He is
now a licensed paralegal having completed diploma in immigration legal consultancy, authorized by IRCC
and active before the Immigration and Refugee Board of Canada.
